About us

Dr. Matej DAVID Consult was established by Dr. David in 2009 as a private person consultancy in the field of maritime transport and its pressures on the environment. In 2013 it has developed in a consulting company, where Dr. David is now director and lead researcher.

Dr. David got undergraduate diplomas in Maritime Transport (navigation) and Transport Technologies Studies. He sailed on merchant vessels and is Ship’s Mate (deck officer). He got his doctoral degree in the field of maritime transport with a focus on ballast water management decision support systems based on risk assessment. For more then 12 years he worked at the University of Ljubljana, Faculty of Maritime Studies and Transport, for the last five years as professor at the lecturing on undergraduate and postgraduate studies, mainly subjects on maritime transport and transport technologies. From 2015 onwards he is a visiting professor on postgraduate studies at the Faculty of Maritime Studies, University of Rijeka, Croatia. He participated in and led different activities in national and international research projects (e.g., DAISIE, VECTORS, BWO, BALMAS, COMPLETE). His research is predominately in the field of ballast water management (ballast water sampling, risk assessment and management, decision support systems), and oil and HNS pollution from vessels and in ports (contingency planning, illicit spills monitoring, port sustainable development). He was for different years consulted by the Slovenian Government on these subjects and was involved in regional and subregional activities. From 2002 to 2009 he was head or member of the Slovenian delegation in the International Maritime Organisation (IMO) Marine Environment Protection Committee (MEPC), Bulk Liquids and Gasses (BLG) Sub-Committee and the Ballast Water Working Group (BWWG), and he was head of the Slovenian delegation at the Diplomatic Conference in 2004 in London when the International Convention for the Control and Management of Ships' Ballast Water and Sediments, 2004 was adopted. In 2012 he contributed and became member of the Group of Experts for Scientific Aspects of Marine Environment Protection (GESAMP) Ballast Water Working Group (BWWG) which evaluates the basic and final approval application dossiers for the certification of ballast water management systems (BWMS) that make use of active substances. He is contributing to the development of ballast water management approaches in the Mediterranean, North and Baltic Seas and is an invited high level expert for ballast water management issues and trainer for ballast water sampling for compliance monitoring at the European Maritime Safety Agency (EMSA).

Dr. Matej DAVID Consult is in a strategic partnership (GCDC) with Gollasch Consulting (GoConsult, Hamburg, Germany). GCDC brings together ballast water sampling experience from many scientific studies and during more than 160 shipboard performance tests of more than 20 different BWMS, conducted since 2005, during which >1350 samples were taken and processed according to the IMO and U.S. requirments. Several of these sampling events were audited by Lloyds Register, Det Norske Veritas, the Federal Maritime and Hydrographic Agency (BSH, Hamburg, Germany), Netherlands Shipping Inspectorate (Marine and Fishery) (ILT, The Netherlands) as well as Control Union Certifications (CUC, The Netherlands). The BWMS clients are/were from Canada, Denmark, Finland, France, Germany, Greece, Israel, Japan, Norway, Singapore, South Africa, United Kingdom and the U.S.A. Further, we are founding members of the GlobalTestNet initiative and commissioning tests were conducted in Turkey, Netherlands and France.
